RIVERBEND MEN’S CLUB PREFERRED LIES LOCAL RULES 2006
The USGA does not recognize "Winter Rules" as a fact of life. They do, however, allow each regional organization, such as the PNGA, to determine whether or not seasonal extremes require the use of "Preferred Lies". The PNGA has issued "Preferred Lies" procedures which the Riverbend Men’s Club utilizes as required.
Each club determines the dates Preferred Lies are instituted and removed. At Riverbend, Preferred Lies usually begin sometime in October and are removed in April. The course management in concert with the Riverbend Men’s Club determines these dates for our club.
When the Local Rules sheet states that Preferred Lies are in effect you may;
After marking the position of the ball, lift, clean and replace the ball (ONCE) within 6 inches of its’ original position, no closer to the hole.
If the ball is on the fringe of a green, you may not replace it on the green.
You must use your hands to reposition the ball. You must not use a club, or your foot.
You may not touch the ball when it lies within one club length (36") of an un-staked tree, bush or obstacle.
You may not touch the ball when lies within the margins of a water hazard, lateral hazard, or bunker.
You may not replace a ball lying out of bounds to a position on the course.
If you determine you are entitled to relief under the Rules of Golf, proceed per the Rules. After relief has been taken you may proceed as above and lift, clean and replace the ball.

PACE OF PLAY GUIDELINES
OUT OF POSITION DEFINITION
Your group is considered to be OUT OF POSITION when both of the following
conditions are present:
For a par-3 hole, the group ahead of yours has left the putting green of the next hole before your group reaches the putting green of the previous hole...; OR
For a par-4 hole, the group ahead of yours has left the putting green of the next hole before
your group reaches the teeing ground of the same hole…;OR
For a par-5 hole, the group ahead of yours has reached the putting green before your group has reached the teeing ground of the same hole…. AND
Your group is playing slower that an average of 15 minutes per hole. The time is computed from the time the first player in the group teed off on the first hole. The subsequent holes are time from flagstick in to flagstick in.
TIMING CRITERIA: Players should play each shot in no more than 40 seconds. On the putting green, timing will begin after a reasonable amount of time is allowed to mark, lift, clean and replace the ball, repair his/her ball mark, and, on the line of putt, repair other ball marks and remove loose impediments. Time spent determining yardage counts in time taken for the stroke. Undue delay may also occur between strokes and will be considered by the committee in the resolution of any appeals or in timing play within a match.

The timing criteria outlined below will be used as a guide in the resolution of any appeals. The Committee’s decision with regard to any appeal shall be final.

- I was just added to eClubhouse and posted three scores to GHIN - where is my H.I.?
Your Handicap Index® is updated according to a revision schedule set by the regional golf association in your area. The Handicap Index display in the Members section is a snapshot of scores that were in your scoring record prior to that effective revision date. So, if you were added on June 10, but the last revision in your area was June 5, then no Handicap Index® will appear on eClubhouse until after the next revision.
In addition, your club can only issue you a Handicap Index® after at least five scores have been posted, in accordance with the USGA Handicap System.

- Your golf club oversees your scoring record and Handicap Index® If you make a mistake, you need to contact a representative from your club to correct the error.

- I just entered a score using "myStats Scores" through my club's eClubhouse site, but I made a mistake. How do I fix it?
Any score posted using the eClubhouse feature "myStats Scores" can be edited on eClubhouse. However, even if "Post Scores to GHIN" was chosen when the score was posted, the score will have to be changed in your record on the GHIN Server as well by contacting your Golf Club.
To modify a score in eClubhouse, use the "Display/Update Rounds" option in "myStats Reports". Locate the score to be modified and chose "edit".

- The national GHIN system updates every 2 weeks, so even though you are activated and able to post at your local golf course, you will not show up on the GHIN website till they update the data. There may be up to a 2 plus week delay till you find that information available on GHIN.

- What do the Search Zip Code and Radius features do on the myGame page?
The "Search Zip Code" will populate the "Find Other Players", "Club News", "Upcoming Events", "My Events" and "Weather" modules with applicable public content from eClubhouse sites within a "Radius" of X mile from the center point of the Zip Code you provide. The radius default is 1.0.
Great to use when planning a golfing vacation! Find out news and events from the area you are visiting! Connect with a golfer from the area and meet up for a round of golf!
To change the Search Zip Code and populate your dashboard with content from another area, simply click the numerical Zip Code (located above the USGA Handicap Index module). Enter the new Zip Code and press "Submit". When you return from your trip - just change it back to your local Zip Code!
You can change the radius (i.e. reduce or increase the range of news/events) by using the radius drop-down box and modifying the setting.
